Carbon finance has a measurement problem it has learned to live with. Where the underlying quantity is modelled rather than observed, the incentive is to choose favourable coefficients — not through fraud, but because nothing pushes back.
Measurement pushes back. It is also, now, cheaper than the audit process built to compensate for its absence, which is the whole commercial argument for this company.
